Assuming you have the ability to create applications in your billing account, the scenario whereby an application manager can not copy an application is most likely caused by one of the following two restrictions:
1) One of the tables in the application contains more than 20 MB of application data.
2) More than 75 MB of attached files are present in the application.
These restrictions are put in place to ensure that QuickBase's performance is not hindered by such operations.
