The Health Insurance Portability and Accountability Act of 1996 (HIPAA) changed the way healthcare providers and other companies managed personal health data. Ensuring compliance with HIPAA (and the Health Information Technology for Economic and Clinical Health Act of 2009) requires extensive training and documentation.
Jim Lieder, an Intuit QuickBase developer and founder of Lieder & Associates, created the HIPAA Admin, Physical and Technical Assessment app to help companies better manage their documentation and processes for meeting HIPAA compliance standards. Lieder, whose first developer contract was with a physician office in Wichita, KS, spoke with us about the importance of HIPAA compliance and what it took to develop the QuickBase app.
What was the driving force behind the HIPAA Admin, Physical, and Technical Assessment app?
Healthcare providers needed a better way to document their compliance with the HIPAA security, technical and administrative security rules established under HIPAA.
I developed this app to help companies guide, document, and score how well they are meeting the provisions of the HITECH Act to strengthen the privacy and security protections for health information established under HIPAA.
What kinds of companies need a solution like this?
The app was created for health plans, health care clearinghouses, and health care providers who conduct certain financial and administrative transactions electronically.
This app helps those businesses understand, manage and measure their compliance with the security provisions. It also demonstrates the flexibility of QuickBase in meeting a variety of business needs.
What was the key to successful development of the app?
The first step was to understand the HIPAA security requirements, then to demonstrate it to potential users early in the development phase to get their feedback and then to revise the application to improve the workflow.
What motivated you to share the app to the QuickBase Exchange?
I wanted to demonstrate the capabilities of QuickBase for educating, monitoring and measuring compliance with HIPAA rules and regulations. This application can be used as a model for managing compliance to other industry regulations, too.
What advice do you have for other QuickBase developers?
My guiding principles for QuickBase application development projects are:
- Work hard to gain a solid understanding of your customer’s business.
- Actively participate in the QuickBase Community Forums. There is wealth of knowledge in the forums that you can’t get anywhere else.
- Deliver clear communication of progress on a frequent basis to the customer.
- Provide quick responses to customer questions.
- Advise the customer of the application design options early in the process.
- Document the application by proving field level help, the table structure, and the table relationships.
- Maintain consistency with communications, quality and work pace.
- Get frequent feedback from the customer on how the project is going from their perspective.
- Don’t over complicate things. Remember the principles of “Less is More” and “KISS.”
- Identify risks for the project early on and work to reduce them.
